A simple majority of votes was necessary in at least two-thirds of state legislatures (24 of 36), and changes that passed would be referred to the president for approval.

In a motion made at yesterday’s plenary by the Chairman of the Senate ad hoc committee on Constitution Review, Ovie Omo-Agege (APC, Delta), the Senate said that 27 of the 36 state assemblies have delivered their resolutions on the constitution amendment bills to the National Assembly.

Omo-Agege, whose motion was introduced by Opeyemi Bamidele (APC, Ekiti), stated that 35 laws met constitutional requirements, having been passed by at least 24 state legislatures.

However, he stated that nine bills could not climb through. Among the legislation defeated by state legislatures was one granting financial and administrative autonomy to the country’s municipal governments.

Others included the repeal of the state-local government joint account, the formation of local government as a tier of government, the constitutionalization of legislative bureaucracy, and the inclusion of National Assembly presiding officers on the National Security Council.

According to the national assembly, state legislatures have passed 35 constitutional amendment measures.

The Senate on Tuesday directed the clerk to forward 35 of the 44 constitutional amendment measures to President Muhammadu Buhari for his assent.
